The campus program is arranged around a simple test: each use must either make another use stronger or supply something the wider campus would otherwise have to purchase from outside. Headquarters and administration create the daily anchor population. The University and the trade floors create a workforce pipeline. Greenhouse, agriculture, water, cold storage, and food production connect land and infrastructure to practical supply. Technology, studios, hospitality, markets, and events create public-facing activity and reasons to return.

That does not mean every proposed concept earns a place. Uses are screened for utility demand, traffic, noise, hours, safety, storage, loading, staffing, and whether they compete with or complete an operator already in the mix. A concept that belongs in a normal shopping center but adds nothing to the campus system may be a good business and still be the wrong tenant. A quieter operation with a training relationship, a local supply chain, or a service the site needs may have greater strategic value.

The zone plan remains flexible because the exact tenant list will change while the operating logic should not. Public material therefore describes use families rather than promising named occupants. Names are added only when an agreement is executed and the operator approves disclosure. Until then, the plan is a program of compatible functions, not a leasing brochure filled with logos that have not committed.
