The Tribe — Memphis Region is a development. It is land, structures, utilities, roads, and an operating organization that runs them. The name refers to a physical complex and the enterprise that builds and manages it. It does not refer to a community of people, it is not one of the twenty tribal peoples represented within the Nation, and it does not speak for any of them. When this page says "The Tribe," it means the campus and the company behind it — the way "the yard" means a rail facility rather than the crews who work it.

That distinction matters operationally, not just editorially. The complex is planned to host the Nation's administrative headquarters as an anchor occupant, alongside independent commercial tenants. Housing a headquarters building makes the enterprise a landlord and a facilities operator. It does not make it a government, it does not confer jurisdiction over anyone inside the fence line, and it does not create any authority beyond what a property owner ordinarily holds over its own site. Occupants remain subject to the same law and the same permitting regime as any other business in the region.

So the vocabulary here is deliberately the vocabulary of development: zones, pads, easements, tenancy, phasing, load, egress. Where a cultural question arises — a name, a mark, a ceremonial use of a space — it is routed to authorized review before it appears in a plan set or in public material. Where it has not been cleared, it does not appear at all.
